I saw this today and thought it would be pretty easy to make.  What I THINK it is, is basically a long rectangle, with a hood, but I'm looking for your insight as well. 
Anyone know of a patter for this somewhere?  They call it a poncho, but when I look up poncho patters, it's all the triangular shaped ones. 
If you can be of help, it would be very much appreciated.

Yeah, I think that's more like a cape than a poncho. I would say you're right, it is a long rectangle with a hood attached. I didn't find any patterns via Ravelry that are a perfect match, but I did find an a-line cape that (minus the ruffles) you may like:

Otherwise, yeah, I'd make a rectangle with as many stitches as needed to go from neck to butt, and then crochet endlessly til it was long enough to comfortably wrap around my shoulders. Make another rectangle about 12" by 24" and seam it in half to make a hood, attach it to the middle of one long side, and she's done.

i would think you could also try looking for patterns for hooded scarves and just extend it back into poncho length.

I've made something like this and have just sewn the hood to the scarf portion. It's really simple.
