You could use normal paper, or recycle some wrapping paper, or newspaper

Definitely making these for my Christmas tree!

I wonder if I could do some with fabric circles? Ive got a really stiff velvety type brown that I think would work....

I should think they'd work fine. That fabric sounds like it woule be perfect for pinecones! If you try it, you'll have to post photos so we can admire them

I bet this would work with some pages from an old hymnal.  Could this be done without the styrofoam ball?

I would think so I used a paper ball, but I'm sure you could use scrunched up newspaper with masking tape around to make a ball or cone shape. Before you start attaching the paper semi-circles, I would use a strip of masking tape to secure the string
