So...I've figure out the skirt. The skirt was easy. It's the bodice (called a crumb catcher I think?) that I can't figure out! I've Googled it a million times and I'm just finding nothing.

Please help!

Bodices used to make me think they were hard, but they are actually super easy. U can use any basic bodice pattern. Any strapless dress pattern will work. I have learned how to mix and match my pattern pieces from diff patterns to change up and get the look i want. For that dress you will make the base bodice and then overlay the pleated part of the outer fabric on top of the bodice. you would sew it in at the bodice side seam to hold it and you could hand tack the top part to the upper edge of the bodice, or Im thinking of an alternate way you could do it as well but im not sure how I can explain that. Maybe if you try searching you tube for pleated bodice or pleated strapless dress, sometimes you have to change up the wording when searching. I hope that might help a little. If you really couldn't figure it out on your own im almost sure you can find a pattern for this exact style dress from joanns .
