I thrifted this polyester Norman Bates-esque number for $3.99.  It was begging to be transformed.






I hacked off the top section, realizing the elastic waist was actually where the top and bottom half were stitched together, so there was no saving the material from the top really.  I flipped the remaining skirt upside down on the dress form, used a sleeve for a halter neck...and gathered the back into a waterfall ruffle.






Tada!!
