Can this be knitted instead of crocheted?

My Step Mom made some beards with hats for my girls. I can't crochet but I can knit. I would LOVE to make some as gifts for Christmas. I know I can make the hat, but can something like the beard in this link be knitted?

I think it would work in garter stitch or seed stitch.
