I would love to be able to afford $350 for this beauty, but simple I can not.

Any ideas on how to draft a pattern for this? Any similar patterns out there that I could modify?

Be careful with that pattern, it takes a LOT of tweaking.  I made one from this and I had to use the size 14 dress when I was actually a 6.  I also had to make the arms larger around and longer as well as the hem line.  If you go that route, mock it up first in similar fabric or you risk ruining your good stuff.  I've been sewing for about 20 years and that pattern was confusing me at times, certain things are not lined up properly or marked to be lined up at all.  Take your time with it, as it can produce a great costume when done right.
