Hi everybody...I make no sew tutus. One of my customers sent me this picture they found on google and asked if I could recreate this item. However I'm not so sure on how to do it or what it is. Someone told me it was called a bustle. If this is so is there anybody here who can give me a quick run down on how I might achieve this look. Thank you all in advance for your assistance.

A Victorian bustle was a padded, ruffled or gathered section in the back of a dress, skirt or jacket to give the illusion of a ridiculously full bottom. Seeing as how this is a bustle-tutu, it would be open in the front with some kind of waist closure.

I'm not seeing a bustle. Looks to me like you can just cut different "skirts" in layers, then tie the layers at the top into a gather and the whole thing will poof out. Er. providing your customer has a waist.
