Hi,
Does anyone know how to get vertical crescent shaped ruffles to all flow in the same direction, is there a particular way to attach them to the garment? I notice that the bottom is larger, does this matter?

I want to make a skirt similar to this:

Those look to me like they're all separate strips attached to the waist area, not horizontal ruffles.

Those are cascading ruffles (cascades?). Instead of gathering the fabric they are made by sewing curved fabric strips to the skirt if that makes any sense. Here is some links that might help.
