How to make a dimple Skater Dress?

How can i make a simple skater dress like this?
I'm a Beginner so it would be great if someone explain how i could make the top of the dress and the sleeves..as for the skirt type i think i have it

I'd use a tshirt I like the fit of as a reference for the top part then just make it longer, flaring out towards the hemline and use a stretch fabric. Hope that helps
