How do I get vertical crescent ruffles to all flow in the same direction, is there a special way to sew them on to a garment? I noticed that they are larger on the bottom, does this mater?

The example you're talking about would be larger at the bottom if the ruffles were cut in a spiral manner, making them larger at one "end" of the ruffle. Web search for spiral ruffles and you'll see what I mean. I've never sewn ruffles onto a garment that wasn't in a seam, but my understanding of it is that most people prefer to do a narrow hem around the ruffle, and then prep the attachment edge for a narrow hem, but complete the hem during attachment to the garment. Eech, that seems awkward, I hope I made sense!
