I don't know how Hotgluegunga did hers but the one I made required a careful use of a hot iron.  By the time I was done ironing my soon to be hem in place I almost did not need to sew it.  I think the pressing was almost permanent.  I used a satin fabric with heavy steam ironing.  Same colors but no waist band of pink. (I sized it so there was no waist band at all by lengthening the pieces at the top.) 

I am wondering if you could instead line the skirt by panel.  Cut 6 of the outside fabric and 6 of the lining fabric.  Then, sew them right sides together along the curved hem line.  Turn, press and top stitch.  Follow the rest of the pattern as normal treating the fabric/lining piece as the fabric piece of the pattern.  Each panel would be lined separately prior to sewing the 6 panels to each other.  That would make it easier to get that perfect curved hem. Just a thought.
