BOLO for a cookie recipe!

I am looking for a recipe called Milk Chocolate Oat Bars. This cookie was pictured (but the recipe not included) in Chipits print advertisements in the 1980s.
It resembles a Nanaimo Bar, with what looks like a chocolate-oat base, a yellow filling, and a chocolate topping.
Does anyone have this recipe, or know where I can find it?
