For the love that is Tulle tutu's please help!

I make no-sew tutu's, and I've got a problem. I was wondering if you crafters could point me in the right direction. I want to add embellishments onto the tutu's, such as rhinestones, puff balls, ect. What type of glue/bonding agent should I use? I went to my local craft store and they were no help. I am getting ready for Halloween a little early and putting my daughters costume together. Would love some sparkle on her tutu, along with some small seashells.
