well i have to make this shirt for tonight because i promised it for one of my friends. the problem is....i don't exactly know how to make the cinched part. Huh

i know there's a tutorial for the exact shirt, but i can't find it anymore

that looks to me like the strap around the neck is what is cinching it up the bust. I think you would just make it a regular tube top the put a couple of small button holes in the middle of the bust part about and inch apart. make your tube or use ribbon or cord for the strap then thread it through the two button holes and then gather it slightly and tie around the neck.

Or use elastic to make the little gather in the middle of the bust. Probably a two inch pc. of elastic pin it to the top edge and then stretch slightly while zigzaging  the elastic to the fabric.  You might not use all of the elastic to get the right amount of gathering you need.

Or just sew two lines side by side with a long stitch length and gather to the right fit then zigzag it where you want it to stay.
