Recently the DollarStoreCrafts.com site hosted a $5 challenge, I made this Ring Display using a picture frame + towels + pencils + string for a total of $4 (although I had everything at home so it could have been free!)

Stores tons of rings, and sits up on its own so it displays everything without being in the way! I simply wrapped the string around the frame using hot glue to secure it. Then rolled the towel around the pencil to create and keep the shape, using hot glue again to keep it together, and attached to the back of the frame!

I like that you have done this in a frame, so that it can stand upright, or even be hung up on a wall. Great idea.
