Can anyone help me. I have a child that wants to make a manatee figurine out of polymer clay. I don't have a clue how to even go about helping her try to do this. Does anyone have any suggestions?

If it's small she won't need to use an armature but the flippers and maybe the tail are thin enough that something might be good to reinforce the clay underneath (esp. if using a brittle-when-thin line of polymer clay like Sculpey III, SuperSculpey, Craftsmart/Bakeshop, or original Sculpey).

If she uses an armature (or just wants to save clay since this figure is thick in the middle), she could use just a tightly wadded lump or log of aluminum foil in the body...and perhaps a toothpick or wire mesh, etc, in the flippers and into the body there.

You might get some help from other lessons online for making whales and dolphins or alligators with polymer clay (or even air-dry clays) as well as manatees in general:
