Why is my screen doing this? (pic)

I use speed ball emulsion, 110 mesh, 150 watt bulb, 18 inches from 16x20 screen

What am I doing wrong?

maybe you need a thicker coating of the emulsion, but my guess would either washing it out too harshly after its been exposed or exposing it for too long.
