There are a number of ways to put a paper rose together.  If all your petals are all individually cut you could glue them to a circular paper punched base disc or connect them with a brad.  You can also make a paper rose with a flower punch (or handcut the flower shape yourself if you don't have a flower punch).  Google "paper rose tutorial" and you'll find dozen's of tutorials on how to make and put together a paper rose similar to the photo you've uploaded.
