Help!

Okay, so I'm making/made a tank top(still have to finish the bottom hem) with that cheap costume chiffon in a TARDIS-y blue and I love it! It's flow-y and pretty and the color is wonderful, and the perfect length and the perfect amount of see through so that whatever color tank I wear under it can come through! But....It's too tight around my upper bust. Like right before my boobs. Does anyone know what I can do to prevent just scrapping the whole thing? I was thinking maybe making a v-cut would help take the strain off and open it up a bit, but I thought I might get some insight first. So does anyone know any fixes?

What about adding V-shaped panels where needed? ........... I'm having a hard time imagining a tank top that is too tight above the bust, across the bust I can get but not above the bust.

What's the top look like? Is it straight across or curvier? How tight is it? Do you need an inch or a couple of inches? Could you let out the side seams a little? Or add gusset type pieces?
