So I want to make a skirt like this one:

First question:
Do you think one of these patterns would work for it?

Second question do you think it is cut shorting and shaped in the back before being gathered up or is it just gathered up?

Thanks so much for your help.

PS if you have any other thoughts on the style or construction I'd love to hear them.

I think it is all two layers, one slightly shorter than the other but the same length all the way around and then gathered in the front, with a layered skirt under it.
I think either pattern would work, just make two with one shorter and add a ruffle to the bottom of both.  Then make the ruffled underskirt.

That is what I was thinking as well, for the most part. I see a very ruffled underskirt. On top of that is a skirt with 2 ruffles ot the bottom. Then it must have those casing thingies (?) with a ribbon sewn inside so you can gather it up. It would be cool to have those all around that way you could have it up all around, or where ever you wanted.

I agree with everyone else.
I have seen similar skirts out at Renaissance Festivals.  I wouldn't be surprised if it is constructed so that you can wear it with the gathers and corset lacing on either front or back- that's how I would do it.

It almost looks like either two super wide A-line skirts or full circles with a "corset" waistline built in that are attached to each other. Now that I have written that, it seems like that would be so, because the underskirt would be additional support fabric for the lacing at the waistline.

I'm thinking 3 ruffles on the underskirt to give it a crinoline effect. Much more than that, and the overskirt wouldn't lie as flat as it does.

It looks like it has the drawstring-casing all the way up to the waist for a complete variation so that you could adjust one side or both sides.

It also looks like that is a functioning "corset" closure instead of a hidden zipper. But it would be pretty easy to add a zipper to the side for smoother sizing.

Hmmm...I think I want one also Smiley
