Has anyone knitted a pleated skirt? Even if it meant doing the parts separate and then connecting them afterwards? I just started knitting and I was thinking of making my own costume for a fan sailor scout/senshi I created. Since I can't sew, my other options are knitting and crocheting.

I had a peek over on Ravelry and found some free patterns that might be useful to you Cheesy They're both crochet and knitting, since you mention both.

Team Spirit Skirt: Ravelry, direct link (crochet)

And two knitted kid's patterns that you may be able to modify to fit an adult by changing the needle and yarn size, or by adding additional repeats, or both.
