I started with a plain, plastic headband which cost less than $.50.  I traced the headband onto the material and then added a half an inch all around for leeway.  If you plan on making more than one headband, you can also trace the headband onto some newspaper to create your own pattern which can cut down significantly on the prep time.  I used hot glue to attach the fabric to the headband starting at the end and folding the material underneath.  I don't recommend gluing the material to the outside of the headband because it leaves a noticeable bump.  Pull the material taut or it will twist and bump around the sides of the headband.  I decided to use felt for a lining because I knew I would not have to hem it before applying it.  And voila!  A cute and stylish headband for a fraction of the price!
