This arrangement takes very little time to make and is relatively inexpensive.  I purchased two glass vases for less than $2 from Garden Ridge and two packs of seashells and two arrangements at Joann's using the 40% off circular that comes in the newspaper and mail.  I filled the bottom of the vase with shells until the wooden stalks sat at the height I wanted them at.  I then filled the vase the rest of the way up with shells, evenly distributing them so that the stalks did not tilt.  I took the twine that was wrapped around the stalks and stuffed it haphazardly around the top of the vase and voila!  A beautiful yet simple arrangement!
