i primed and painted two tables months ago, and the paint is latex. the paint is still sticking (i think this is called blocking) and there are deep grooves from the lamp now embedded in the paint from the sticking, as well as marks left from any objects that i put on the surface.

is there anything clear i could layer over top to stop this? would a coat of polyurethane help? tia

I had the same trouble when I painted my dining room table with a latex paint.  I used 4 coats of a water based clear sealer and I've had no problems since.  Just make sure to really give it time to dry between coats.
