I made this skirt--two layers, both fine polyester, top layer is sheer--and I'm not sure how to hem it.  During the construction I went to great lengths to keep the layers separate, but now I'm not sure what to do.  I'm wondering about hemming the top layer with black bias tape.

It's crazy staticy and I need to even up the bottom edge still but I would love your thoughts.
Also should both layers be the same length in the end?

I would do a small rolled hem on both layers, making the under layer about an inch shorter than the outer layer.
