Does anyone know of a good/affordable place to buy apparel fabric in Belgium (or nearby)? I've lived here for a year now and can only find small, expensive places.

Depends on where you live in Belgium. Although it's not that big, it can make a difference.

As far as larger shops go, I am still on the hunt myself.

One great place is Les Tissus du Chien Vert & Les Chien du Chien in Brussels.
The sister stores are within a block of each other. 

Les Tissus du Chien Vert has tons of fabric, both fashion and deco.   Plan to spend over an hour your first time through.  They are not cheap, but they sell remnants at a discount and during sale periods you can make some great purchases. 

Les Chien du Chien has designer fabrics, silk, leather, and haberdashery.

Go to Ghent, in the Sleepstraat!

All the shops there are run by either Turkish or Maroccan people, and their prices are great? Great service as well.

I understand that are some street with turks and maroccans in Antwerp, but I don't localized yet. One street is behind central station somewhere.
I found great fabrics and very cheap 3euro/m at local flymarket , in my town  Roll Eyes (yeah, town) is an old couple who sell some linen, silk, dress fabrics.

There's a good fabric store with nice prices near Anderlecht. It opens to general public twice a week. Check here: http://www.maxbloch.be
