If I were to make this overdress, what shape would the skirt be?  It looks like a half circle that is bigger that is gathered.  I'm puzzling over how big to make the diameter of this circle to allow for enough gathering at the waist but  still have it hang nicely.  If my waist is 20 inches, do you think that having a diameter of 30 is enough or should I double it?  I don't want it to balloon out too much, so I'm worried if I double it then it won't fall nicely but will end up looking like a lampshade instead.

The way this hangs makes it look like a gathered rectangle with curved ends rather than a half circle. Take a look at this tutorial: http://egl.livejournal.com/10611382.html
Though instead of just cutting the pieces on the diagonal, cut with a large smooth curve (like you can see in your dress photo). Also, she lists specific measurements, but generally you would make the waist 2.5 to 3 times your waist measurement for the kind of poof on this dress.
