So I am actually long time knitter, but something that has always confused me is when you're counting rows, do you count the loops actually on your needle as a row? Or do you just stop at the stitches right below it?

The loops on the needle got there from knitting the previous row so you really haven't 'knit' them yet. Count the sts under your needles. Or not - it's really your choice and one row doesn't always matter, just make sure you're consistent in which way you do it especially on the same item.

I never count the loops on my needles because they arent knitted/purled yet.
