Hand Beaded Applique

I recently made a formal dress for my young sister's prom. Its a gorgeous dress on its on own but it really needs that little sparkle to really make it pop. I decided that it needed a beads however since I was too scared to sew the beads directly on it so I decided to make an applique would be best.

The execution was not this easy apparently. I got confused and a google search came up with nothing. Thus my question are as follows:

1: what do I sew the bead to? Organza? Something else thats see through?
2: Do I draw the design on with water soluble pen or does it matter?
3: What type of thread would you suggest? Extra thin? Fishing line? All-Purpose?

Oh! That's a tough one. I've never beaded on a dress. What kind of fabric is it? Maybe bead the fabric with an interface behind it?
