I have a question - does the item need to be made entirely out of yarn?
For example, if you spun some yarn and then incorporated that along with some unspun fiber into a felted item, would that be acceptable, or does it need to be yarn-only? I am asking because it is possible to felt with just yarn (not fulling of a knit/woven/crocheted item but just plain felting of yarn), but it is easier to do so when you can use at least a bit of fiber to help bind the yarn better.
There are also sewing techniques where you lay out yarn and then stitch all over it to form a fabric just out of yarn and the sewing thread.

Ptarmic, I feel your question is somewhat similar to the one I linked above.
Yes, that would be an acceptable method of making your finished item. Baer in mind that it has to be a worn item, as it is fleece to Fashion, and not just end product. Just be sure that you spin at least 51%+ of your fiber.

Question... This is fleece to fashion, and not roving to fashion? And if so: is it possible to get pre-washed fleece somewhere? I've got a raw fleece in my closet but the friend that gave it to me said she saves fleece washing days for the hottest days in summer. Being middle of winter, I don't have room for it to be laid out to dry. Roving to fashion would be easier as I have some of that. Also I have washed/combed/carded fiber that I pre-mordanted years ago but never dyed.
Also: would a bracelet or necklace from fiber count? Or only a larger "worn" thing?

to fashion, any fiber you want! It can be a batt, it can be roving, and it doesn't necessarily need to be wool!
And to your second question, as long as it's fashion, it counts! So it could be a headband, or a sweater or a skirt or a bracelet! As long as it has been spun, dyed and made into something you can wear!

Okay Bella, in the rules it States the order is fiber, dye, spin, knit/crochet whatever. But what if we spin, then dye? Is that okay? I have already started my spinning and want to dye afterwards.

Yup, dyeing afterwards is totally cool. So long as there is a dye component some where in the mix, it's all good!
