These are wool felt baby shoes with wool butter cookie buckles.  I used the pattern from the Purl Bee.

Here's the tutorial for the cookies.  It's actually supposed to be whipped cream, but with a bit of red embroidery floss in the center, it looks like a butter cookie to me.
