Help w/making 'hoop skirt' out of Xmas ornaments + kid's hula hoop

I need some ideas for figuring out how to attach about 200 small shatterproof Xmas ball ornaments into the shape of a skirt.

The bottom part of the skirt (the "hoop" bit) will be a kid's hula hoop (hey, it was cheap and the right size), and I'm trying to figure out how to string/attach the ornaments from my waist down/out to the bottom of the 'skirt'.

If I just string them on a string of some sort, they'll hang INSIDE the skirt due to their attachment points being at the top of the ornament. I'd like to use their existing ornament attachment points, though, not doing anything silly like drilling through them all to string on a string like pompoms.

Any ideas? Make an actual skirt of something (screen/chicken-mesh material) and attach them to that? How to attach? Any ideas welcome!

 You could drill holes through them and just string 'em, as in the first photo.  Or possibly make a net underskirt and if the ornaments have a hole rather than a hook you could sew/tie them on, if they've got a hook then I'm not really sure.

I think they have a loop at the top, so you could make a net skirt and just sew them to it by the loop....
