If you have clear embossing powder, it would seal the pigment inks, but dye ink is tricky. I do know that my dye inks run no matter what, if any moisture hits them. Stazon makes colors too, although it may be cheaper to get store brand pigment ink and embossing powder, IF you already have a heat gun.
