How would I go about making it? It doesn't have to look exactly the same, but what would the pattern or pieces look like? I would buy one, but I don't want to shell out $70 for it. :/

As alwaysinmyroom said, you could make a basic circle bag (something like this). Just add a lining, and sew a casing instead of making holes if you'd rather. This more structured pattern might also give you the look you're after, but you'd need to use two cords instead of one (see the last step of this tutorial).

Other than that it's all about embellishment; you could use a mix patchwork, appliqu and embroidery techniques to get the look you're after. As for the tassel, research passementerie/tassel making - you might be able to make a self-fabric tassel using a wooden bead as a base?

Since last few year's Hermione's bag became most popular not only in fans of  Deathly Hallows but also in all generation. Actually, the basic creation of that bag is like our grandma's bag which is mentioned by Maimy. All the other part of bag is made of innovative design of patchwork and embroidery.
