If you are buying only new, recently made fabrics I guess it's fine to just use them as is from the bolt.  I buy a lot of vintage fabric at estate sales (love those prints!), and I have no idea how old they are or where they came from.  As recently as two weeks ago I had some dye transfer to some socks I washed with it.  It's really not that big of a deal to throw the fabric in with like-colored laundry, and I don't want to take the chance of ruining hours of work in a quilt because of not prewashing.

As for the seam allowance, I don't worry about the exact amount too much.  I aim more to have a consistent seam allowance, so I just use the presser foot as a guide.  It's not precisely 1/4", but if I use the same thing throughout a project it all works out.

I always wash my quilt tops/backing after they are pieced, then iron and square them before I quilt them to prevent any weird wrinkling after quilting. I would hate to give someone a forever wavy quilt, or have them wash it and be unhappy with the results.

If you want to prewash, do it before you cut your fabric! lol
