LOVE this bustle skirt, but how do I...

I saw this on a blog actually making fun of it, but like most things that people find gaudy... I effing adore it. It's the Thakoon Bustle Skirt on ShopBop http://www.shopbop.com/bustle-skirt-thakoon/vp/v=1/845524441910632.htm, and it's sold out (but I couldn't afford a $1,000+ skirt anyway!) Any ideas on where to begin if I wanted to make it? I know some gathering would be involved... but that's about it. Pattern recommendations are also appreciated.

Man, those things are expensive!  

I think it's basically a giant bubble skirt made from an oval rather than a circle, with the waist hole close to one end of the oval.
