What paint to use on these here shoes?

Hey there!
I have a question!
I bought these gold heels at my local Rugged Warehouse for... brace yourself... $1. They don't really fit, but at $1 I couldn't pass. After waiting in my closet for a few months I have decided I want to do something with them. I would like to paint them up but I have no idea what kind of paint to use and what sealant to use afterwards, if any. They seem to be some kind of... pleather? Maybe...
I still haven't settled on a design yet. I was thinking either sugar skulls, pirate, or a henna design.



As you can see, there is a bad scuff on the toe of the left shoe. That's what gave me the idea to paint it!
