I hope this is the right place.

I've made a mask from plaster. The stuff they wrap around your arm when it's broken.
Because I didn't want it to stick on my sister's skin (and pull out her eyebrows) we applied Vaseline.
Now it's all on the mask and rubbing it off with toilet paper doesn't work very well. Can you help me?

Try using a washcloth.  Rub gently for a period of time, don't rush or scrub too hard.  We made masks when I was in school, and it was a pain in the butt.  Toilet paper is too thin, though, and made to break down quickly, so that's probably not helping.
