I know I've posted soooo many posts on Whipped Cream/Icing, and ya'll are probably SICK of me asking! So I think I'll be more...what's the word...Specific
  I really need a recipe/tutorial/ or even a how to on how to make fluffy whipped cream especially for icecreams and cupcakes! Thanks so much!

Not sure what to tell you.  The info on the two pages* I linked to before at my site have not only many ways to do that, but lessons and link to more lessons.
If you're looking for something different, try to define exactly what it is you want to do that's different from all those looks and techniques.

Below is a bit more info that hasn't yet made it onto my site:

for frosting...mixing "Scenic Shovelled Snow" with liquid clay is the best solution for the frosting: it is easy + fast to mix, you can control the consistency and not messy... realistic... this method is orginally from Angie Scarr's latest book. Lisitza

acrylic pastes...(at craft and art supply stores)... I use Delta Texture Magic mixed with cornstarch and acrylic paint for color.  It can be spread or piped and has a great frotsting texture...I've found it next to the stencil paints in craft stores. Blitherypoop

icing ...I used the "white glue" method (will dry glossy).
...put a few drops of the color you want to the glue (acrylic paint?), and mix
...then use a toothpick to "brush" the colored glue onto the clay piece... rhinestic

for the cream...I followed a method in a Japanese craft book for "resin" clay
...white silicone sealant (the stuff that is used to fill up gaps between tiles, etc...) gives a glossy swirled extrusion
...put some into a cake-decorating plastic bag and snip a little off the bottom corner of the bag, then squish out the sealant like you're decorating a cake. rhinestic

maybe a bit late ^^' but on this site there are lot's of tutorial on how to make whipped cream with polymer clay or with silicone and such.
