Underskirt for wedding dress

I'm making a wedding dress with a quite large skirt.  It's pleated at the waist, and has a bustle, so the hem is approx 3,5 m.  I'm working on drafting the pattern for the underskirt, and am wondering how wide to make it.  It's to be a cotton skirt with tulle over.  Do I make it as wide as the skirt, or somewhat smaller?  I can't seem to agree with myself, so hoping someone here will give me a pointer.

I think you would make it alittle narrower if you are using tulle, but I'm not certain.
