 It's a Japanese paper lantern for the base with some packaged sheet fluff hot glued to it and then I used the regular fluff and hot glued it to it bit by bit. Check out YouTube. There are a bunch of tutorials on there.

Wow! I really love the way it looks with the lights off. My daughter would love some of these for her room. I think it would look awesome with a few more clouds and hot air balloons around it. Very cute!
