You could easily make it larger. You would just have to figure out how much tulle you would need. My daughter has a 19 inch waist and the skirt used 4 yards of tulle.

Nice pale pink! I love it.

What a coincidence i made a similar skirt (with 2 shades of pink) and had named it as Cotton Candy Skirt as well !

Here is my version of Cotton Candy skirt which was my Valentine's day gift to darling daughter!
