I made this costume in 2009 for my friend to wear for Halloween.
He played the "somebody's watching me" jingle from the commercial on his phone when he walked around Smiley

The googley eyes really googled, they're made of plastic mixing bowls with black foamie circles inside that roll around.

I saw a googly eye money stack piggy-bank at goodwill the other day and I had to resist! That commercial was seriously funny.
