I have a huge decal on my wall and want to paint.  Is my only option to take a tiny brush and paint around everything meticulously?

Are you trying to keep the decal or get rid of it? If you are trying to keep it then you should cut in around it. A two inch brush is usually small enough to get close enough, but remember to feather out the paint to get a more even coat. If you are trying to get rid of it and it is makde of paper you could use a wallpaper remover wheel and wet the decal with a mixture of fabric softener and water and scrape it off with a scraper. If I have completely missunderstood you should describe what you are trying to do a little better.
