Help with silly Kuroshitsuji hats.

Hi all!
So I've had this costume on my mind for a while now and I've finally decided I feel like actually cosplaying it BUT the one component I just can't figure out how to make is the one component I love.

Answers I'd like:

• How do I construct the hat?
• What materials do I need to make it?
• How do I decorate it when I'm done?

I'm not really fussed how long it takes me to make the costume because I haven't seen anyone attempt it yet and the fandom has died down so I doubt anyone will.

I think you'll need to make a "bicorne" hat.  Here's the only instructions I've found so far about how to make one:

"Purchase a wool body from a millinery supply. Steam the body lightly. Use a hat block or your own head for shaping. Pull the wool body upwards and outwards. Tack and let dry. Add plumage."

An easier (and cheaper) way might be to make a circle with a hole cut for the head, and fold the front and back of the circle up over the head and stitch together.  Use some kind of stiff material like buckram covered with fabric.

This explains how to make a tricorn hat. It shouldn't be hard to adapt to a bicorn, ie make one less point.
