So I am planning on starting my own home craft business. But I'm trying to find out where the rules and regulations are but I am just getting confused in all the offical business stuff.
Does anyone know what is required to start a craft business here?

I'm pretty sure it follows the same basic home business model as most places. Honestly, though, you're probably better off renting or leasing a small store and building your business from there. Douglas would be a wonderful place to start, despite the expense, purely because of the sheer amount of people who live, work, and play in the area around Old Town. I'm preparing myself to run an all night crafting/confections shop down there, since I know that many of the people I've told about it are salivating for me to get the funds and the time. Just be forewarned, you've got a lot of competition in terms of the wealthy older women in town who've put a premium on good crafting.
