The librarian who does my son's story time had me make this skirt for her:

The waist has narrow elastic, and then is shirred, the seem between the two tiers is covered with a strip of fabric, and the hem has another strip of fabric.   

It was really easy to make but is a cute design. 

Here is the skirt she bought from Target that she wanted me to copy:

I'd love to know what you think of my version!   I'm going to make another one for myself!

If you can't do it with duck tape...it can't be done!
