Costume Dress Help

I'm looking for a pattern that matches this dress for a costume party.

I've searched and searched and have been unable to find a neckline like that. If anyone knows of one or has seen one before please help! It would be greatly appreciated!

Do you interpret it as a rust colored bodice with an applied green ruffle, or an ombre (rust to green) ruffle that extends directly from the neckline?  My first impression was that it was the first.

The example dress on this pattern is horrific, but if you look at the line drawing, you'll see the shape of the neck on the tank top is very similar: http://www.simplicity.com/p-5912-misses-evening-dresses.aspx  Unfortunately, none of the rest of it is.  The painting also shows no shaping seams, but is clearly fitted to her body.  So here's what I'd do.  I'd take a simple princess seamed dress with a waist seam (Butterick 4443 is my go-to) and I'd actually just pin out the correct shape (using the drawing on that Simplicity pattern as a guide--I wouldn't actually purchase the pattern for this, you can see the sort of S curve you need to make) on a muslin.  Make sure to fold the muslin in half and cut both sides at once, otherwise you'll never get it perfectly symmetrical.  I'd use a bias strip cut and hemmed to make the ruffle easily.

I'd try looking at turn of the century recreation patterns. I think you're unlikely to find that neckline from a run-of-the-mill pattern maker... Some of these (especially the undergarment patterns), look pretty close: http://www.pastpatterns.com/1900.html
