I saw this idea here on Craftster last year (http://www.craftster.org/forum/index.php?topic=26826.0) and made a few of these that turned out so-so.  I liked the idea so much I made a few more this year and tried to improve upon my process.  There are still a couple waiting to (maybe?) be finished, but I gave these to my mom and my boyfriend's mom.



I used three balloons of varying sizes to form the base and just covered them with strips of newspaper and watered down glue.  (I was "lucky" to have a slightly dried out bottle of tacky glue that I salvaged for this project!) 





I glued the ribbons along the inside so it could just be ripped open and attached tags so they would know what to do.

how did you put the string in for them to pull?

I left the "fill hole" large enough to fit my hand so I could glue the ribbon along the inside.  Once it was filled I covered the hole with more newspaper and glue, and just made sure to work around the ribbon so it didn't get glue-y.
