A friend of mine uses the Regia Latex paint. It's a bit expensive though... but she says it works great. They also have little iron-on latex patches.

Puff paint works, I used it on some slippers for my nephew when he was a toddler. Also there is a product that sprays on called super grip. It's a kind of synthetic rubber for cloth items. For cheap and simple super non-skid, you might try patches or a whole sole of rubberized shelf lining. I've used this for a lot of things and it is very sturdy and also flexible enough to be almost undetectable.

My mom always takes the slippers she makes in to a shoe repair place to get a really professional sole added.  Probably quite a bit more expensive though!
